20 year old student loan debt.?

A debt collection agency has just contacted my partner about an old style student loan debt that is 20 years old. There are thinly veiled threats of doorstep visits and possible litigation! Is this possible after so much time has elapsed? Any advice will be much appreciated. Thank you.
