What steps are taken to establish paternity for a child of a never married couple?

One of my very close friends has jointly raised his daughter with the child's mother for over seven years. The two of them were never married. This was a mutual arrangement between the two of them, his house, her house separate living conditions but mutual support of their daughter. The child's mother decided to relocate back in the spring and then eventually changed her numbers and cut off communication. Paternity was never established. What steps should be taken to locate the child and her mother, establish paternity and then visitation? If someone doesn't have money to hire a full time attorney, what other choice do they have for legal intervention? Would the Family Support Division do the leg work on this or would there have to be a private lawyer involved?
